Every year, you must update the building register to ensure that it contains an up to date list of your buildings - as of 31 December of the previous year. This can be done on-screen (i.e. directly in the M&R system) or by uploading an updated building register spreadsheet. This help page provides step-by-step guidance for the latter, which is only recommended if you have a large portfolio of buildings. SEAI recommends using the on-screen approach if you have a small-medium portfolio of buildings.
For guidance on which buildings to report, on what constitutes a standalone building and on the data reporting requirements for each building, see buildings (methodology).
- Only use the latest version of the designated M&R upload template for uploading buildings to the M&R system. This should be downloaded directly from the M&R system - by navigating to the building register within the M&R system, clicking the green ‘Download’ button, entering the email address to which you want to send the building register file and clicking ‘Download’. The structure of the building register spreadsheet is described below.
- To undertake some aspects of the building register update via spreadsheet, you must download, upload and re-download the template in a specific sequence, e.g.
- To add a new building to the building register and report floor area for that building for 2025, you must first download, edit & upload the template per step 1 below, and then re-download, edit and re-upload the template per step 2 below.
- To create a new MPRN-to-building linkage and report energy use through that MPRN for 2025, you must first download, edit & upload per step 3(a) below, and then re-download, edit and re-upload per step 3(b) below.
- Similarly, to report energy consumption for 2025 for a building to which you have not previously linked an energy type, you must first download, edit & upload per step 3(a) below, and then re-download, edit and re-upload per step 3(b) below.
- To add a new building to the building register, create an MPRN linkage for that building and report floor area and energy use through the MPRN for 2025, you must first download, edit & upload per step 1, then re-download, edit & upload per step 3(a), and then re-download, edit and re-upload per step 3(b) below. You must also undertake step 2, which must also be undertaken after step 1.
- This help page provides general guidance on uploading data to the M&R system from spreadsheet files.
It is only necessary to undertake this step if a building is not already in the building register.
- Download the building register template by navigating to the building register within the M&R system, clicking the green ‘Download’ button, entering the email address to which you want to send the building register file and clicking ‘Download’.
- Go to the ‘Configure building’ worksheet.
- Go to the next free row.
- Enter the word ‘New’ (without quotes) in column A (‘M&R building ref’)
- Complete the remaining fields, as required:
- The full list of building configuration fields is listed here, with mandatory fields identified with an asterisk.
- The purple column provides important row-specific guidance on which fields are mandatory for each building.
- Repeat the above steps for any other buildings that you wish to add, i.e. one row per additional building.
- Save the file.
- Upload the file to the M&R system by navigating to the building register page, clicking ‘Upload’, entering your email address, selecting the file for upload and clicking ‘Upload’.
- Do not complete any of the other green sheets in the template before uploading and re-downloading the file.

It is not possible to add a new building to the spreadsheet and report the 2025 floor area in one step. To report floor area for buildings that are not already in your building register, you must first undertake step 1 above, including the upload sub-step. You must then undertake all sub-steps listed below for step 2.
- Download the building register template by navigating to the building register within the M&R system, clicking the green ‘Download’ button, entering the email address to which you want to send the building register file and clicking ‘Download’.
- Go to the ‘Report floor area’ worksheet.
- Enter the floor area for all buildings for 2025, in column F ('Floor area (m2) 2025').
- Optionally enter the floor area for buildings for earlier years, in columns G onward.
- Save the file.
- Upload the file to the M&R system by navigating to the building register page, clicking ‘Upload’, entering your email address, selecting the file for upload and clicking ‘Upload’.
The step is mandatory for buildings that have been classified by SEAI as ‘mandatory buildings’. These buildings are indicated via a ‘Yes’ in column F ('Mandatory energy data') in the 'Configure building' worksheet. This step is optional for all other buildings.
Reporting building-level consumption data comprises two sub-steps:
- Step 3(a): link specific MPRNs, GPRNs or other energy types to the building, corresponding to the electricity and thermal energy consumption in the building. This is typically a once-off task. You can only link MPRNs or GPRNs that your organisation has already reported at organisation-level, and energy types that your organisation has previously selected as being part of your organisation's energy mix (via the choose energy types screen).
- Step 3(b): enter annual values for the percentage of consumption through linked MPRNs or GPRNs that you want to assign to the building, and annual building-level consumption values for other linked energy types.
Step 3(a): if you have not already done so you must first link an MPRN and/or another electricity energy type to the building and, unless your building is heated entirely using electricity, you must also link a GPRN and/or another thermal energy type to the building. These are once-off tasks, i.e. once an MPRN, GPRN or other energy type is linked to a building, the linkage endures year on year. This linkage enables you to report consumption for the building for a specific year.
- Download the building register template by navigating to the building register within the M&R system, clicking the green ‘Download’ button, entering the email address to which you want to send the building register file and clicking ‘Download’.
- Go to the ‘Link energy to building’ worksheet.
- To link an MPRN to the building:
- Go to the next available row.
- Enter the word ‘New’ (without quotes) in column A (‘M&R energy-to-building link ID’).
- Enter the M&R building ref corresponding to the building in column B. You can review the M&R building refs in column A in worksheet 'Configure building'.
- Select ‘MPRN electricity’ in column H ('Energy type').
- Select the MPRN in column I.
- Leave columns C-G & J blank.
- To link another electricity energy type to the building (e.g. solar PV, non-MPRN electricity):
- Go to the next available row.
- Enter the word ‘New’ (without quotes) in column A (‘M&R energy-to-building link ID’).
- Enter the M&R building ref corresponding to the building in column B. You can review the M&R building refs in column A in worksheet 'Configure building'.
- Select the relevant energy type in column H ('Energy type').
- Leave columns C-G, I & J blank.
- To link a GPRN to the building:
- Go to the next available row.
- Enter the word ‘New’ (without quotes) in column A (‘M&R energy-to-building link ID’).
- Enter the M&R building ref corresponding to the building in column B. You can review the M&R building refs in column A in worksheet 'Configure building'.
- Select ‘GPRN gas’ in column H ('Energy type').
- Select the GPRN in column J.
- Leave columns C-G & I blank.
- To link another thermal energy type to the building (e.g. kerosene, wood chips):
- Go to the next available row.
- Enter the word ‘New’ (without quotes) in column A (‘M&R energy-to-building link ID’).
- Enter the M&R building ref corresponding to the building in column B. You can review the M&R building refs in column A in worksheet 'Configure building'.
- Select the relevant energy type in column H ('Energy type').
- Leave columns C-G, I & J blank.
- Complete step 3(a) by:
- Saving the file.
- Uploading the file to the M&R system by navigating to the building register page, clicking ‘Upload’, entering your email address, selecting the file for upload and clicking ‘Upload’.
Step 3(b): once an MPRN, GPRN or other energy type has been linked to a building and that linkage has been uploaded (saved) to the M&R system, you can report energy use for 2025 and/or other years. Note that it is not possible to link an MPRN, GPRN or other energy type to a building and report the energy use for 2025 in one step. To report energy use for an MPRN, GPRN or other energy type that has not already been linked, you must first undertake step 3(a) above, including the upload sub-step. You must then undertake all the sub-steps listed below for step 3(b).
- Download the building register template by navigating to the building register within the M&R system, clicking the green ‘Download’ button, entering the email address to which you want to send the building register file and clicking ‘Download’.
- Go to the ‘Report energy use’ worksheet.
- Each MPRN-to-building, GPRN-to-building and other energy-type-to-building linkage is in a separate row. So, if a building has multiple energy types linked to it, it appears on multiple rows.
- Every MPRN-to-building linkage is indicated via ‘MPRN electricity’ in column H (‘Energy type’), with the MPRN shown in column I.
- To report consumption for an MPRN for 2025, enter a value for the percentage of your organisation's electricity consumption through the MPRN that you want to assign to the building for 2025 in column K, e.g. to report 100% of the consumption enter 100 in column K, to report 50% enter 50, etc.
- To report consumption for an MPRN for other years, enter a value for the percentage of your organisation's electricity consumption through the MPRN that you want to assign to the building for these years in columns L onward.
- Every GPRN-to-building linkage is indicated via 'GPRN gas' in column H (‘Energy type’), with the GPRN shown in column I.
- To report consumption for a GPRN for 2025, enter a value for the percentage of your organisation's gas consumption through the GPRN that you want to assign to the building for 2025 in column K, e.g. to report 100% of the consumption enter 100 in column K, to report 50% enter 50, etc.
- To report consumption for a GPRN for other years, enter a value for the percentage of your organisation's gas consumption through the GPRN that you want to assign to the building for these years in columns L onward.
- Every other energy type-to-building linkage is indicated via the relevant energy type name in column H (‘Energy type’).
- To report consumption for such an energy type for 2025, enter the annual consumption value for the building in 2025 in column K in the units indicated in column J. These are the units in which the different energy types are most frequently sold, recorded and counted, and are the same as those used to report energy consumption at organisation-level via the energy use data input screen. Note that any consumption of non-GPRN natural gas should be reported in kilowatt-hours (kWh) on a gross calorific value basis.
- To report consumption for such an energy type for other years, enter an annual consumption value for these years in the relevant unit in columns L onward.
- Work your way through all the linkages shown in the worksheet, ensuring that you report energy consumption (electricity and thermal) for all buildings for which it is mandatory to do so.
- Complete step 3(b) by:
- Saving the file.
- Uploading the file to the M&R system by navigating to the building register page, clicking ‘Upload’, entering your email address, selecting the file for upload and clicking ‘Upload’.
You can check which buildings for which step 3 is incomplete (if any) by navigating to the building register within the M&R system and reviewing the colour-coded icons on the ‘Annual building data tab’.
After you have completed steps 1-3, you must log into the M&R system, navigate to the building register and tick the declaration below the table on the ‘Annual building data’ tab. By checking this box you are confirming that the building register is complete and up to date for your organisation, as of the end of 2025.

¶ I want to edit energy consumption for one or more buildings (existing MPRN, GPRN and/or energy type links)

- You will receive an email with a spreadsheet attachment containing your building data.
- Open the file and go to the ‘Report energy use’ worksheet.
- Edit the yellow columns, as required, noting the units indicated in column J.
- Save the file.
- Upload the file to the M&R system by navigating to the building register page, clicking ‘Upload’, entering your email address, selecting the file for upload and clicking ‘Upload’.
¶ I want to edit energy consumption for one or more buildings (new MPRN, GPRN and/or energy type link required)
- Undertake step 3(a) as set out above, including upload sub-step.
- Undertake step 3(b) as set out above, including upload sub-step.
This section provides step-by-step guidance for removing one or more buildings from the building register via spreadsheet upload.
Note that removing a building from the building register for a year means that the building is not included in your building register for that year. However, the building remains on your building register for other years and it is not deleted from the M&R system.
- Download the building register template by navigating to the building register within the M&R system, clicking the green ‘Download’ button, entering the email address to which you want to send the building register file and clicking ‘Download’.
- Go to the ‘Configure building’ worksheet.
- Find the relevant building(s).
- Select ‘No’ in column E (‘In building register 2025’)
- Save the file.
- Upload the file to the M&R system by navigating to the building register page, clicking ‘Upload’, entering your email address, selecting the file for upload and clicking ‘Upload’.
- Download the building register template by navigating to the building register within the M&R system, clicking the green ‘Download’ button, entering the email address to which you want to send the building register file and clicking ‘Download’.
- Go to the ‘Configure building’ worksheet.
- Find the relevant building(s).
- Select ‘No’ for the relevant years in columns AK onward (‘In building register 20XX’)
- Save the file.
- Upload the file to the M&R system by navigating to the building register page, clicking ‘Upload’, entering your email address, selecting the file for upload and clicking ‘Upload’.
- It is not possible to delete a building from the building register via spreadsheet upload.
- It is possible to do so from within the M&R system.
The template comprises the following worksheets:
- ‘Read me’ worksheet, which provides important guidance on using the template.
- ‘Report floor area’ is for reviewing and reporting floor area for buildings that are already in the building register - per step 2 above. Each row corresponds to one building.
- ‘Report energy use’ is for reporting annual energy consumption or the percentage of your organisation's consumption through an MPRN or GPRN that is attributable to the building for specific years, for buildings that that are already in the building register and for which the relevant energy type-to-building linkage has already been established - per step 3(b). Each row corresponds to an energy-type-to-building linkage.
- ‘Link energy to building’ is for reviewing existing energy-type-to-building linkages, and for defining new linkages - per step 3(a) above. Each row corresponds to an energy-type-to-building linkage.
- 'Configure building' is for reviewing and editing building configuration data, and for adding new buildings - per step 1 above.
- 'PSO energy config FYI' lists that MPRNs, GPRNs and energy types that have been reported by your organisation and which can therefore be linked to one or more buildings.
- You must update the building register each year. The update should account for your portfolio of buildings as of 31 December of the last calendar year.
- All buildings for which you report building-level consumption data must have at least one MPRN or other electricity energy type linked to the building.
- Almost all buildings for which you report building-level consumption data must also have at least one GPRN or other fuel type linked to the building. The only exceptions are buildings that are heated exclusively using electricity.
- The reporting unit for non-GPRN natural gas is kWh expressed on a gross calorific value basis.
- The values entered for the percentage of an MPRN's (or GPRN's) consumption that is attributable to a building is expressed a percentage of your organisation's share of the consumption through the MPRN (GPRN). This may be different to the percentage of the total consumption through the MPRN (GPRN) in a scenario where your organisation shares an MPRN (GPRN) with another organisation. Consider, for example, an arrangement whereby two organisations share a 3-building campus that is served by a single MPRN through which 100,000 kWh were consumed in 2025. Organisation A consumed 75,000 of the electricity, with two thirds of organisation A's consumption being in a larger building (building A1) and one third in a smaller building (A2), and organisation B consumed 25,000 of the electricity in one smaller building (B1). In this scenario:
- Organisation A should link the MPRN to building A1, and should assign 67% of its consumption through this MPRN to building A1.
- Organisation A should link the same MPRN to building A2, and should assign 33% of its consumption through this MPRN to building A2.
- Organisation B should link the same MPRN to building B1, and should assign 100% of its consumption through this MPRN to building B1.
- You must tick the box ‘This building register is complete for 2025’ within the M&R system to complete this reporting task.
