This help page describes the M&R data input screen for public bodies called ‘Annual building data’. Use this screen to report annual values for floor area for a specific building, to link MPRNs, GPRNs and other energy types to the building, and to report annual building-level energy consumption. This screen is accessed from the main building register data input screen.
For guidance on which buildings to report and on what constitutes a standalone building, see buildings (methodology).
- The introductory text identifies whether the building is one for which the reporting of building-level consumption data is mandatory.
- This screen comprises three main sections
- The ‘floor area’ section shows a table with floor area values reported for each year.
- The ‘electricity’ section has two green buttons for linking MPRNs and electricity energy types to the building. If there are any existing linkages, these are shown in a table below the buttons.
- The ‘heating fuels (thermal energy)’ section has two green buttons for linking GPRNs and other fuel types to the building. If there are any existing linkages, these are shown in a table below the buttons.
- Use the 'All years' toggle above the floor area table to view or edit data for years back to 2020.
- This screen is visible to all users.
This section provides guidance on reporting an annual value for floor area for the building.
For guidance on how floor area should be calculated see buildings (methodology).
- Scroll to the floor area table.
- Enter the floor area for in m2 (mandatory)
- Enter the floor area for preceding years in m2 (optional)
- To expand the table to see/edit years back to 2020, activate the ‘all years’ toggle above the table.
- Click ‘Save’ when finished editing data on the screen.
This section provides guidance on linking specific MPRNs, GPRNs or other energy types to a building. This is typically a once-off task, i.e. once an MPRN, GPRN or other energy type is linked to a building, the linkage endures year on year. This linkage enables you to report consumption for the building for a specific year.
You can only link MPRNs or GPRNs that your organisation has already reported at organisation-level, and energy types that your organisation has previously selected as being part of your organisation's energy mix (via the choose energy types screen).
To link an MPRN to the building:
- Scroll down and click ‘Link MPRN to building’:
- Search for the MPRN by typing the MPRN, its location, county, Eircode or consumption category into the search box. Note that you can only link an MPRN that your organisation has already added for your organisation, via the MPRNs (electricity) data input screen.
- Identify the MPRN you want to link and select the year from which you want to link the MPRN in the right-hand column.
- Click ‘Confirm’.
To link an electricity energy type other than an MPRN to the building:
- Scroll down and click ‘Link other electricity energy type to building’
- Select the relevant energy type.
- The drop-down list will show all non-MPRN electricity energy types that your organisation has previously selected as being part of your energy mix (via the choose energy types screen).
- If you want to self-report the actual amount of electricity consumed in the building (in kWh), you should link energy type 'non-MPRN electricity'.
- Click ‘Save’.
To link a GPRN to the building
- Scroll down and click ‘Link GPRN to building’
- Search for the GPRN by typing the GPRN, its location, county, Eircode or consumption category into the search box. Note that you can only link a GPRN that your organisation has already added for your organisation, via the GPRNs (gas) data input screen.
- Identify the GPRN you want to link and select the year from which you want to link the GPRN in the right-hand column.
- Click ‘Confirm’.
To link a fuel type other than electricity or a GPRN to the building:
- Scroll down and click ‘Link other thermal energy type to building’
- Select the relevant energy type.
- The drop-down list will show all non-GPRN fuel types that your organisation has previously selected as being part of your energy mix (via the choose energy types screen).
- If you want to self-report the actual amount of natural gas consumed in the building (in kWh), you should link energy type 'non-GPRN natural gas'.
- Click ‘Save’.
Unlinking an MPRN, GPRN or other energy type will completely remove the associated consumption from that building. However, it will not affect your organisation-level energy consumption or remove any MPRNs or GPRNs from the M&R system.
To unlink:
- Scroll down to the relevant table
- Find the MPRN, GPRN or energy type and click the X on the right-hand side of the table.
- Click 'OK'
This section provides guidance on reporting annual building-level values for MPRNs, GPRNs or other energy types that have already been linked to a building. It is not possible to report annual building-level consumption data without having first linked MPRNs, GPRNs or other energy types to the building.
To report electricity consumption for the building for specific year(s):
- Scroll to the electricity table.
- For each MPRN shown in the table (if any), enter a value for the percentage of your organisation's electricity consumption through the MPRN that you want to assign to the building for the relevant year.
- For any other energy types shown in the table, enter a consumption value, in kWh, that you want to assign to the building for the relevant year.
- To expand the table to see/edit years back to 2020, activate the ‘all years’ toggle that is located above the floor area table.
- Click ‘Save’ when finished editing data on the screen.
Note that all consumption reported in the table for each year is summed together to calculate the total electricity consumption for the building for the year, e.g. if you report two different MPRNs and also self-report non-MPRN electricity consumption, the consumption values from the three sources will be added together to calculate the building's electricity consumption.
To report fuel consumption other than electricity for the building for specific year(s):
- Scroll to the heating fuels (thermal energy) table.
- For each GPRN shown in the table (if any), enter a value for the percentage of your organisation's gas consumption through the GPRN that you want to assign to the building for the relevant year.
- For any other energy types shown in the table, enter a consumption value, in the unit indicated, that you want to assign to the building for the relevant year.
- Note that any consumption of non-GPRN natural gas should be reported in kilowatt-hours (kWh) on a gross calorific value basis.
- To expand the table to see/edit years back to 2020, activate the ‘all years’ toggle that is located above the floor area table.
- Click ‘Save’ when finished editing data on the screen.
Note that all consumption reported in the tables for each year is summed together to calculate the total energy consumption for the building for the year, e.g. if you report an MPRN, a GPRN and wood pellet consumption, the consumption values from the three sources is added together to calculate the building's energy consumption.
- All buildings for which you report building-level consumption data must have at least one MPRN or other electricity energy type linked to the building.
- Almost all buildings for which you report building-level consumption data must also have at least one GPRN or other fuel type linked to the building. The only exceptions are buildings that are heated exclusively using electricity.
- The reporting unit for non-GPRN natural gas is kWh expressed on a gross calorific value basis.
- The values entered for the percentage of an MPRN's (or GPRN's) consumption that is attributable to a building is expressed a percentage of your organisation's share of the consumption through the MPRN (GPRN). This may be different to the percentage of the total consumption through the MPRN (GPRN) in a scenario where your organisation shares an MPRN (GPRN) with another organisation. Consider, for example, an arrangement whereby two organisations share a 3-building campus that is served by a single MPRN through which 100,000 kWh were consumed in 2025. Organisation A consumed 75,000 of the electricity, with two thirds of organisation A's consumption being in a larger building (building A1) and one third in a smaller building (A2), and organisation B consumed 25,000 of the electricity in one smaller building (B1). In this scenario:
- Organisation A should link the MPRN to building A1, and should assign 67% of its consumption through this MPRN to building A1.
- Organisation A should link the same MPRN to building A2, and should assign 33% of its consumption through this MPRN to building A2.
- Organisation B should link the same MPRN to building B1, and should assign 100% of its consumption through this MPRN to building B1.
