§3.3 Environmental & energy management certification
Achieve formal environmental accreditation for large public sector bodies, such as ISO 50001 (Energy Management Standard) or ISO 14001 (Environmental Management System), with a view to going beyond ISO 14001 to adopting EMAS (Eco Management and Audit Scheme). Specifically:
- All public sector bodies with an energy spend greater than €2m per annum to achieve ISO 50001 certification by end-2024;
- All remaining public bodies to implement energy management programmes as per SEAI’s energy management guidance (S.I. 426 of 2014) and report to SEAI annually on M&R.

Public bodies with an energy spend of over €2m/year are expected to implement ISO50001 Energy Management Systems standard. While energy prices can vary and change overall energy costs for an organisation, it is advised that any organisation with energy spend in the region of €2m/ year implement ISO50001.

All public bodies should be undertaking energy management. The SEAI guide to Exemplar Energy Management provides guidance on what is expected from public bodies of various sizes.
Only public bodies who have implemented ISO50001 (or are in the process of doing so) should respond “Not applicable” to this question. All other public bodies should select an answer that reflects their progress towards implementing appropriate energy management processes as set out in the SEAI guide, and outline what they are doing in the text box.
